UK-Ireland power cable route shifted near Harry Potter memorial, Telegraph says

A major electricity link between Great Britain and Ireland encountered an unusual planning issue on the Welsh coast: an unofficial memorial to Dobby from the Harry Potter films. The Telegraph reported that former Greenlink project director Simon Ludlam said planners altered the route near Freshwater West after receiving objections from fans who were concerned about the memorial. Ludlam said the team worked out how to keep the cable from passing close to the site.

The Dobby-specific explanation is an attributed account rather than a finding stated in the official Greenlink planning material reviewed for this report. The project’s documents do, however, establish that route options were actively being considered during public consultation. In 2018, Greenlink said several underground cable routes in Pembrokeshire had been assessed. Ludlam said feedback from residents and stakeholders had already allowed the team to refine the proposal and invited further comment.

Freshwater West is the Welsh landfall for Greenlink. From there, the connection runs underground toward the Pembroke substation. In 2019, after a petition and concerns about potential damage at the beach, the developer published a clarification emphasizing its environmental assessments and consultation process. It said the cable would be buried and that the project was seeking to minimize impacts on residents, wildlife and beach users.

The construction method was designed around those constraints. Greenlink used horizontal directional drilling beneath the beach and dune system rather than opening a trench across the sand. The company said the technique would avoid direct disturbance to the dunes and preserve access for visitors. The Welsh onshore components moved through the planning process and the relevant applications were approved in July 2020.

The site’s connection to Harry Potter predates the cable project. The National Trust identifies Freshwater West as a filming location for Harry Potter and the Deathly Hallows, including Shell Cottage and the scene of Dobby’s death. Fans later created an informal memorial from stones and messages, often leaving socks and other items associated with the character. The place became a tourism destination with meaning that went well beyond the physical remains of a movie set.

The National Trust has had to manage that popularity. In 2022, National Trust Cymru said the memorial could remain in the immediate term, but urged visitors to stop leaving socks, trinkets and painted stones because the materials could enter the marine environment. The organization has separately documented rising pressure on parking, visitor facilities and protected natural features at Freshwater West, and has promoted a leave-no-trace approach.

Greenlink is no longer a proposed development. The approximately 500-megawatt interconnector entered commercial operation in 2025 after testing and about three years of construction. Ireland’s government said the link doubled the state’s electricity interconnection capacity to roughly one gigawatt and would support energy security by giving the system another route to import or export power as conditions require.

The Telegraph headline describes Greenlink as a £430 million project. That is a figure for the overall energy development in the newspaper’s framing, not a reported cost of moving the route around the Dobby memorial. No source reviewed for this article identifies a separate financial cost for the Dobby-related adjustment. That distinction matters because the anecdote can otherwise be distorted into a claim that hundreds of millions of pounds were spent to protect a fan memorial.

The episode illustrates how planning systems have to account for several forms of public value at the same time. Freshwater West has environmental protection, recreational use, film-tourism significance and now strategic energy infrastructure. None of those functions exists in isolation. A route that looks efficient on an engineering map can produce social or environmental conflict when it reaches a place that people value for reasons not visible in technical drawings.

According to Ludlam’s account, Harry Potter fans became one more stakeholder in that process. Their concern did not cancel Greenlink, and the project ultimately went into operation. The memorial also remains, though visitors are being asked to protect the beach by leaving fewer objects behind. The outcome is less a story of fantasy defeating infrastructure than a demonstration of how major projects are reshaped by the real communities that surround them.
